Several key documents outline the cleanup proposals and the role of the initiative in the redevelopment of the former G-P mill site. The purchase and sale agreement the Port signed with G-P shows their contractual obligation to remediation alternative K. The Interlocal Agreement between the City of Bellingham and the Port delineates their respective responsibilities (i.e. the Port is responsible for cleanup, the City for infrastructure). The letter from Retec to the Department of Ecology demonstrates that in an industrial cleanup ongoing monitoring would be necessary. The documents are routinely referenced in public meetings relating to the waterfront redevelopment and the Healthy Bay Initiative
